Salt Creek Learning primarily partners with districts nationwide, with a strong presence in Alaska, Arkansas, Florida, Oklahoma, and Texas. We work with districts of all sizes — from small rural districts to larger urban systems. If you are interested in our services, we encourage you to reach out and discuss your needs. Salt Creek Learning is led by Dr. Amanda Duke, an Ed.D.-level educational leader with hands-on experience as a classroom teacher, SPED director, and principal of a statewide virtual school. We are not a staffing agency or a generic consulting firm — we are experienced SPED leaders who have done this work at the district level. Our results speak for themselves: 98% reduction in non-compliance in year one and three consecutive years of 5% student growth on state assessments.
We offer both. Professional development can be delivered in-person at your district or virtually. IEP compliance reviews and case management support can be conducted remotely. Virtual SPED staffing and emergency coverage is delivered virtually. We will work with you to determine the best delivery model for your district’s needs.
It depends on the service. A professional development session can be a single day or a multi-session series. An IEP compliance review typically takes two to four weeks depending on caseload size. Virtual SPED coverage can be short-term (a few weeks) or extended (a full semester or school year). We customize every engagement to your district’s specific timeline and goals.

We understand that SPED vacancies are urgent. Once we have a signed agreement in place, we can typically begin virtual coverage within a few business days. We prioritize emergency coverage requests and will work as quickly as possible to get support in place for your students.
Our compliance review process includes four phases: (1) documentation review of IEPs, evaluations, and records; (2) process evaluation of your district’s SPED workflows; (3) risk identification with a prioritized action plan; and (4) systems building support to help your team address the findings. We provide a written report with specific, actionable recommendations — not just a list of problems.
Absolutely. In fact, that is often the most effective model. We work collaboratively with your existing SPED director, compliance coordinator, and teachers to supplement their capacity, build their skills, and strengthen your overall program. We are here to support your team — not replace it.
